William Mae "Bill" Bailey - that is her given first name - studied at North Carolina College in the physical education curriculum and finished her Bachelor of Science degree at Virginia State College. She later served for one year at North Carolina College as co-director of the Women's Athletic Association and teacher of physical education. She was employed by the Durham County School System, where she continued to be a pioneer, for 31 years. She introduced the county's first elementary physical education handbook, and created the first demonstration project in elementary school physical education for the system.
